Foreign biological scientists that participated in offensive weapons programs and the materials generated from those programs pose a significant threat should skilled individuals and/or hazardous materials migrate to terrorist groups and/or rogue states. In parallel, the ability of emerging infectious diseases and potential pandemic agents to disperse in our globally interconnected society threatens global health and security ever more seriously. To address this problem set, the U.S. and other countries have developed nonproliferation and threat reduction programs to prevent the proliferation of these threats.
