The single largest identified gap in Intelligence Analysis as applied to the Global War on Terror is the inability of current tools to get analysts the data they need quickly.  For example, when a request for information is assigned to an analyst, a critical consideration they must evaluate is not if the information exists, but rather whether there is enough time to fulfill that request before the information becomes useless. Considering that requests for information may have deadlines within four or six hours, often that answer is unfortunatly "no".

CUBRC has teamed with a number of Department of Defense agencies to develop a collaborative knowledge discovery tool called ORA which is geared specifically toward the research needs of intelligence analysts.  Requirements for its functionally were gathered by working with a group of cross-domain military intelligence analysts to identify capability gaps in the current suite of intelligence research products and conceptualize a tool to address them.  ORA is meant specifically to address the problem of aiding the analyst in quickly identifying information needed to answer questions in time constrained environments. The intelligence research process itself is one that often depends or builds upon data that has been collected or has already been analyzed and is now being integrated into additional analysis and ORA enhances this intelligence research process with a collective problem solving capability.
